Residential Personal Emergency Evacuation Plan (RPEEP)

A RPEEP is a Residential Personal Emergency Evacuation Plan designed to help residents who may have difficulty evacuating a building safely in an emergency, such as a fire.

A RPEEP is a formal plan required under the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025, which came into force on 6 April 2026.

It is intended for residents in buildings that are 11 metres or taller, or have seven or more storeys, particularly where a simultaneous evacuation strategy is in place.

The plan is specifically for residents whose ability to self-evacuate may be compromised due to mobility issues, sensory impairments, or cognitive conditions

Purpose of a RPEEP

The main goal of a RPEEP is to ensure the safe evacuation of vulnerable residents before or during the arrival of the Fire and Rescue Service.

It provides personalised guidance on how a resident should evacuate, identifies the level of assistance they may require, and ensures that emergency responders have access to up-to-date information about these residents.

This is particularly important in high-rise or complex residential buildings where evacuation can be challenging.

Key Features

  • Person-centred: Each plan is tailored to the resident’s specific needs and circumstances.
  • Consent-based: Residents must give consent for the creation and sharing of their RPEEP.
  • Emergency evacuation statement: Outlines what the resident should do in the event of a fire.
  • Information sharing: Relevant details are stored in a secure information box in the building for access by Fire and Rescue Services.
  • Ongoing review: Plans are regularly updated to reflect any changes in the resident’s needs or building layout.
