Decision making

Board

The Board is the main decision making body and is legally responsible for Newlon. It sets the organisation’s overall direction and makes the biggest strategic and financial decisions. It approves budgets, business plans, major investments, key policies and strategies, and monitors the organisation’s performance and risks. It also appoints the Chief Executive and ensures residents’ views are considered in decision making.

Group Audit and Risk Committee

This committee oversees financial reporting, risk management, internal controls, internal audit and external audit. It reviews fraud cases, data breaches, whistleblowing concerns and major organisational risks before providing assurance to the Board.

Residents’ Services Committee

The committee oversees housing services, repairs, maintenance, resident satisfaction, complaints, tenancy management, rent collection and resident engagement. It approves tenancy and lease terms, reviews customer feedback and complaints, monitors safety compliance and agrees actions to improve services.

Development and Asset Management Committee

This committee oversees Newlon’s development programme, major investment projects and long-term management of homes. It approves certain new housing projects, monitors major refurbishment programmes, oversees stock investment and disposal, reviews development risks and monitors sustainability and environmental performance.

People and Governance Committee

This committee oversees workforce and governance matters. It reviews board recruitment, succession planning, board effectiveness, executive performance, remuneration policies, staff policies and organisational culture. It also monitors compliance with governance standards and codes of conduct.

Residents’ Forum

The Forum does not make formal decisions. Instead, it gathers resident views, scrutinises services, discusses policies and service standards, and makes recommendations to the Board and Residents’ Services Committee. It helps shape resident engagement and ensures the resident voice influences decision making.

Executive Team

The Executive Team is responsible for implementing Board decisions, managing the organisation’s daily operations, monitoring performance and coordinating services across Newlon. It does not hold delegated authority as a group but supports the Chief Executive in running the business.

NewlonBuild

NewlonBuild is the wholly owned development subsidiary of Newlon Housing Trust. Its primary remit is to oversee and deliver Newlon’s development, regeneration and commercial housebuilding activities, helping the group to provide new affordable homes while managing the commercial risks associated with development.

NewlonInvest

#NewlonInvest is a wholly owned subsidiary of Newlon Housing Trust established to undertake and hold commercial investments in housing development. Its role is to support the Group’s development and growth objectives by providing a vehicle through which commercial development investments can be made and managed

Access

Access Homes is a non-charitable housing association within the Newlon Group. Its role is to own and manage housing assets, provide services to leaseholders, and reinvest any surpluses generated into housing-related activities in support of the Group’s objectives

Outward

Outward is the Newlon Group’s specialist care, support and supported housing provider. Its responsibilities include the provision and management of supported housing, care and support services for vulnerable people, including people with learning disabilities, autistic people, older people, young people and those experiencing mental health challenges. Outward works to enable individuals to live as independently as possible by delivering high-quality housing-related support, regulated care services and specialist accommodation, while contributing to Newlon’s wider social purpose and community objectives.
