How to apply
Newlon operates a transfer points system to assess your circumstances. This means that people with a greater need to move will receive higher points.
Applying for a transfer
You can apply for a transfer by:
- Telephoning our tenancy management team on 0207 613 8080
- Writing to our Senior Lettings Officer, Newlon House, 204 Hoxton Street, London N1 5LH.
We will arrange to visit you within ten days of receiving your request so that you can complete a transfer application form. Your Tenancy Management Officer will visit you at home to collect as much evidence from you as possible to support your claim for a transfer (e.g. children’s birth certificates or medical recommendations).
Once we have all the evidence, our lettings team will assess your application. We will send you confirmation of the points awarded to you within ten days.
Choice of area
Applicants will be asked for their choice of area. Where people wish to move to different boroughs, priority will be given to people with an established connection with that area or clearly defined reason for needing to move there (e.g. People already living in that area, people moving to receive care and support in that location, to flee harassment or violence from the area they currently live).
Bedroom Requirements
The standard level of accommodation Newlon provides is as follows:
- A separate double bedroom for each couple or single parent
- A separate bedroom for any other adult (18 yrs +)
- A single bedroom for one child
- A double bedroom for two children except where
- Two children of the opposite sex must share and one has reached seven years of age
- Two children of the same sex share and there is a seven-year or more age gap and one child has reached the age of 10 years.
Adult partners and dependants aged under 18 or over 60 who join the household will be taken into account in assessing overcrowding points where
- evidence has been provided that they’re a permanent member of the household, that they are a partner or dependant and
- that they have no accommodation elsewhere that they could reasonably occupy.
Carers and additional bedrooms for medical requirements
Newlon will provide a single bedroom for carers only where 24 hours care is required on a permanent basis and medical evidence is provided of this need.
Additional rooms for other reasons will only be agreed in exceptional circumstances on medical advice (e.g. where additional space is required for medical equipment for home dialysis).
Time Points
You will receive extra points every year you are on the waiting list until a reasonable offer is made to you. This means that if there are several people with the same priority, offers will be made in turn to all applicants, with those with the most time points being made offers first.
Right of Appeal
If you do not agree with the points awarded or you do not consider that an offer of accommodation was reasonable, you have the right of appeal to the Lettings Panel. This appeal should be in writing, or you can ask a Newlon officer to write down your reasons for appeal for you to sign. Written appeals will be responded to within 10 days.
If you do not agree with the decision of the Lettings Panel with regard to your appeal you have the right of further appeal to the housing director through the complaints procedure (separate leaflet available).
Information while you wait for a transfer
To introduce more choice to the transfer process, we will contact the top five applicants with the highest number of points as soon as a suitable property becomes available. Each of these applicants will be given the opportunity to view the property and make a bid if interested. The property will then be allocated to the bidder with the highest number of points and longest registration. In the meantime you can contact us at any point for information about your application. We will check that you have the correct number of points, and whether there is anything else we can do to help you while you wait for a move. Unfortunately due to the severe shortage of accommodation, and the large numbers of people waiting, it is not possible for us to give you an exact idea of how long you will have to wait. We can however guarantee that offers will be made to those with the highest points first.
Reviewing the transfer list
Every transfer application will be reviewed annually. You will be sent a review form annually that should be returned within 6 weeks. If you do not return the form, one reminder letter will be sent. If you still do not return the form, we will assume you do not wish to move and your application will be cancelled.
